As webmaster of http://99online.us , and in other ways (e.g. offering free extremely EZ, yet high quality, PHP shopping cart kit), I have been trying (literally in every way I can) to help OWS and the response has been very poor. [ I have been making efforts to help every single day for the last 13 weeks. It is getting to the point where I wonder if, in my capacity, I will be able to be of much help.]

Since there is no "center" of power in OWS, it is not reasonable to expect ANY response from an entity called OWS. Look in a mirror. That is where you should be expecting a response from. We are all OWS. What you want to do may or may not resonate with other OWS activists. That's the nature of the movement. If you are still frustrated I would suggest the following. Go to your closest general assembly and try to get your ideas implemented there. If there is no general assembly within easy commuting distance of your community then try to organize a general assembly in your community. There are links to instructions as to how to do that on this web site.
