The head of the Kansas City Fed a while back identified a cabal of banks within the Federal Reserve System that actually control the bulk of operations. Catherine Austin Fitts identified the NY Fed as the biggest players. Other financial experts have corrobated this. The power axis was Boston-New York--Washington D.C.--San Francisco. Will double check on this as I am going by memory.

Could it be that "control the bulk of operations" is because the four largest banks by assets and deposits have located their respective headquarters in these markets. If you want to take risk and out and power out of the system reinforce the separation of Investment and Commercial Banks.
