The Michigan Rs have been stealing democracy for more than a year with their “emergency manager law” that replaces elected officials with legalized dictators in local Michigan government.

Here is the real story:
Over 20 years ago, Michigan changed their constitution setting that all laws passed would take effect 90 days after the end of the legislative term – which means a law passed in January 2010 would go in effect in March 2011. This was done so that opposition could organize to repeal .
UNLESS the legislature - by a 2/3 majority rules it is a n emergency that must go into effect immediately.
The Rs in this legislature have passed over 80% of this year’s legislation as “emergencies” by “2/3” vote.
The emergency manager law, passed in March 2011 would go into effect in March 2012 –
BUT
It was passed in March 2011 –
using the “immediate effect” provision of the law –
so emergency managers were in place by June of last year.
BUT
The Rs stole democracy !
All Rs voted for it & no Democrats voted for the emergency manager act so it passed 63 to 47 = 57% which is less than 66%

The state Speaker of the House simply proclaimed there were 73 votes for “immediate effect” and that was that.

So the emergency managers were immediately put into place
