Targeted killing is a morally permissible foreign policy tool for:

The Defense of the USA

This is the main reason for being morally permissible. Just think of Osama Bin Laden and how he killed and threatened the citizens of our country. He was a danger to the world through his acts terrorism, and now through the United State's ability to target individuals of concern and kill them in a morally permissible way, the US and essentially the world is safer as a whole.

Targeted killing is morally permissible? Against internationally recognized global terrorists and lunatics maybe.

But its a slippery slope from there... Who is to say that the government will not start using that label on dissidents with legitimate concerns who are protesting against them?

Given how more and more of the anti-terrorist and national security laws are being modified to encompass US citizens... I can easily see this kind of policy being applied to US citizens....

I can imagine the Government saying one day "the leaders of XYZ movement were becoming a threat to national security... so we killed them..."

Let us start with your premise that

“.. in the defense of the USA, it is morally permissible to kill…” and the case in point being Osama Bin Laden, is it not also in the defense of the USA morally permissible foreign policy to kill those who created Osama Bin Laden.

What will be done if it is found out that that it was the US leadership and foreign policy that created Osama Bin Laden, then logically speaking would it be morally permissible and dutifully patriotic to work in the defense of the USA?
