In order for citizens to make good decisions, they will need access to "comprehensive" and "truthful" information at low cost. The first thing people might say is, "we have the INTERNET". But we also know that, despite its wealth of knowledge, it is also overwhelmed with trash. So, how does the individual get access to knowledgeable specialists, "reliable" encyclopedias and current research data?
