As if Limbaugh wasn't fruit loopy enough, he now claims Obama "The Magic Negro" ( he did coin this racist term), is steering a hurricane at the RNC!
In July of 1978, in the Washington Post, they reported that the US and Russia agreed to and signed a treaty that stated they would not use 'weather weapons' against each other. That was in 1978!! Technology has come a long way since then!
The USSR was terribly afraid we would use Native American rain dances to swamp the soviets in floods.
So they demanded the treaty, or else!

May as well have one....they do underground nuke testing and it produces seismic responses. Why wouldn't 'they' use these as weapons and/or threats for negotiating...they use everything else.
I believe it. I'm always suspicious when there are earthquakes in our enemies lands. Someone should analyze that!
It would not surprise me if we have special forces that can drill down a couple of miles, plant a couple of nukes, and then set them off.
I'm not saying we do that, I'm just saying I would not be surprised if we did.
