I read an article saying the occupy movement was going to set up a delegate assembly, but I have not seen anything on here regarding this. Is it a hoax made up by the media, or is it really happening, and someone has just failed to put it up?

It was loosely affiliated with Occupy, but there are people in the movement who disagree with this concept, because people view Occupy as a non-political movement, while this is a political action. Still, many current and former Occupy protestors are on board for this project.
If you're referring to the "99% Declaration" corporation, you can rest assured it's false. They're unaffiliated and even conflicting with the Occupy movement.
