Among the more intriguing proposals in Sen. Marco Rubio (R-Florida)'s War on Poverty anniversary speech Wednesday was giving jobless people subsidies to move to low-unemployment areas. Sounds like a common-sense fix? Maybe—but Mike Konczal, a expert in unemployment and inequality at the Roosevelt Institute, says it would just move the problem around. http://www.motherjones.com/mojo/2014/01/marco-rubio-poverty-solution-relocation-unemployment

So, basically, it's just like your average fix for the homeless situation.

I don't know, this may not be all bad. He's talking about people without a job; not trying to solve homelessness. Sounds like a way for people who want to move to be able to do so. I think it's worth a try. It's not the final solution to unemployment, but it could help some people. It's not like it's mandatory.
