Forum Post: how to resolve general chat issues?

i'm rather new to irc chat but have seen some aspects that could be improved. occupystreet and occupypol. very quiet. owst sometimes over raucous. very glad to have @mods, but often they are "moody". easy to get kicked / banned for either ignorant faux pax, or without any cause. the links and good conversation are informative and fun. maybe a lower caste of chat that allows chatters to learn positive interactions so they can be allowed back in civilized chat room.
