Looks like not having individual leaders was a good ideal

FBI failed to notify state and local police that this plot was brewing.

An identified [DELETED] as of October planned to engage in sniper attacks against protestors in Houston, Texas if deemed necessary. An identified [DELETED] had received intelligence that indicated the protesters in New York and Seattle planned similar protests in Houston, Dallas, San Antonio and Austin, Texas. [DELETED] planned to gather intelligence against the leaders of the protest groups and obtain photographs , then formulate a plan to kill the leadership via suppressed sniper rifles.

If you or I failed to notify these authorities and something illegal happened, we would be charged with felony conspiracy together with the substantive crimes, the murders.

Lawless behavior ???

You betcha. They serve their RWNJ masters.

Consider Whitey Bolger, plus Robert Morris and John Connolly who were Special Agents for the Boston FBI office.

Not warning targets of murder plots ain't nothing new for The Bureau.

Get clear in mind that the outfit that protected the Winter Hill Gang will be more than happy to protect RWNJ groups that attack a "high priority" legal, sensible, anti-corruption organization such as Occupy Houston.

The Bureau is also the organization where stealing 9,000,000 iPhone records onto a laptop is standard-operating-procedure.

NSA might have tried to design a secure system that would not intrude on records until a FISA warrant had been obtained -- that is plausible. NSA underestimated the criminality of its partners at FBI & CIA.
