why does this site say Development MOde? what is that? what are they developing?
if you are not developing, you are stagnant ;<)
could argue that.. as in film stops developing.. pictures still moving but anyway your no help! why are they in development mode????

Did you inquire of the forum? Cause no statement has been made from them to this forum page. So all you will get here is meaningless speculation.
'Development' often means fundraising in a non-profit organization.
I think the mods are watching for the people who are excessively abusive, disrespectful, and not contributing substantive positive contributions to the important issues we face.
They probably have some code that searches for certain words and grabs the comment/user and stores it. Once gathered they probably analyze the frequency a given user is not contributing positively.
So don't worry sounds like a positive plan.
