ACS (the Administration for Children's Services) is New York City's child welfare arm. They are responsible for investigating reports of child abuse and neglect and monitoring children in out-of-home care. There is evidence that ACS has been investigating families, frequently forcing caretakers into mandated drug treatment and even removing children from the home, for reports of drug use and minor drug offenses---often without any evidence of child neglect or abuse. It is mostly poor families that receive this treatment and also mostly black and latin families. NYC's drug treatment programs, especially those for women, are overflowing with these "addicts." Help to organize & to bring attention to this problem and to change ACS. If affected families get together, they can share stories, identify common themes, make demands of the city and ACS, and develop a research agenda. This problem isn't endemic to NYC, of course. It's a nationwide issue. I haven't delved too deep into the following site, I found it while researching something related, but it might help:

They will come to court and Lie on you and the ny family court is even more scum. You have no rights at all. Try to appeal your car. You have 30 to file the notice of appeal. The lawyer will just not do it. Then you go ahead and do it your self and the court will reject it. So you actually do not have any rights at all. I have filed so many complains and none of them get any where.
Acs will make up lies and use 3rd or even 4th party accusstions againdt you in court, with no testimony from the actual source itself; like someone told someone that tools someone that told someone that you said such and such. And then will u a e it against you in court. My case is that acs claims I got into a fight with my girlfriend in which I grabbed her by her head. Yes I was wrong, while my son was in other room sleeping. Then later on they claim that the mother made a statement to a counseler and then the counseler told acs that during an argument I threatened to shake the baby -NEVER EVER HAPPENED. although all along she has insisted that she never said it, they still use it. The person who she suppose to have made the comment to has never came to court and testified to it.only acs saying it was relayed to them. I sat in my living room when the mother said to acs worker, I never said this where did it come from, I want it corrected. Then she went to court and again did the same. But now the acs worker denies it. They are such scum liars
